The agreement was signed at the headquarters of the African Union in Addis Ababa, by the two foreign ministers, Alcinda Abreu of Mozambique, and Seyum Mesfim of Ethiopia.
The ministers told reporters that this agreement would serve as the basis for increasing cooperation between the two countries in a variety of social and economic spheres.
Abreu said there are many areas where there could be fruitful interchange and cooperation, including "indigenous technologies", a reference to the handicrafts and artisan skills of Mozambique and Ethiopia.
She hoped that cooperation could also extend to areas such as education and health.
Seyum Mesfim said that cooperation had existed in the past "but at a very low level. We believe we can do much more".
