Forum of Human Resource Managers

The chairperson of Mozambique's National Civil Service Authority (ANFP), Victoria Diogo, on Thursday stressed the need to improve the quality of human resource managers in the public administration, so that they can promote efficiency and effectiveness among the staff.

"I think we all agree that it's not just any staff member who can be a human resource manager", Diogo said, "and this perception leads us to the requirement of working to improve the profile of these managers".

Diogo was speaking at the opening session of a meeting of the central level "Forum of Human Resource Managers". The ANFP also plans to set up similar forums at provincial and district level.

"The Forum is a space where the managers can interact and exchange experiences", she said. "It provides a moment for studying and debating the development of human resources in the civil service. And it is a space through which the performance of the civil service as regards its human resources will be monitored and evaluated".

She hoped that the forum would help identify "solutions for professionalising the civil service, particularly in simplifying mechanisms for recruiting and promoting staff, the performance management system, disciplinary responsibility, medical aid for staff, social security, and the remuneration and careers system".

Diogo also urged that training procedures in the public administration be made uniform, and called for the "rationalisation of training programmes and activities".

A human resource manager, she said, "should always be looking for answers to increase the productivity and improve the performance of the staff for whom he is responsible".

Such managers should be endowed "with the technical capacity that allows them to better plan, direct and coordinate the activities involved in establishing conditions such that state employees can exercise their duties in a satisfactory manner".
