Mozambican President Joaquim Chissano arrived on Wednesday at the Malaysian resort of Langkawi to participate in the 2004 International Smart Partnership Dialogue, due to begin on Thursday.
Chissano is scheduled to be co-moderator at a session on "Poverty, Governance and Security". A source in the Mozambican delegation told AIM that Chissano intends to speak of the Mozambican experience in building peace after the end of the war of destabilisation in 1992, and the successes the country has been able to achieve in the economic and social fields.
Last year's Smart Partnership Dialogue took place in Swaziland, so the leadership of the organisations now passes from Swazi King Mswati III to Malaysian Prime Minister Datuk Seri Abdullah Ahmad Badawi.
The concept of "Smart Partnership" was invented by Badawi's predecessor, Mahathir Mohamed, who is still active in promoting the Dialogues.
Cited in one of the publications for this year's event, Mahathir claimed that the Smart Partnership initiative has brought the leaders of the developing countries involved closer together, and this is a victory for the movement. "For example, today Malaysia is well known in Africa, and we Malaysians now know Africans and their leaders", he claimed. "Smart Partnership" is a philosophy which shuns social conflict, and believes that solutions for the problems facing humanity can be reached on a "win-win" basis, in which the interests of nobody are injured.
